Welcome to Chapel Hill ISD! We are excited to serve our community and welcome all students who meet the state’s age and health requirements for enrollment. If your child has never attended Chapel Hill ISD, or did not complete the previous school year in our district, you will need to complete the New Student Enrollment online. This allows us to create your child’s student record and start preparing for their arrival. Once that has been submitted, a campus registrar will contact regarding any remaining registration steps. In Texas, a child may be enrolled in public school by a parent, legal guardian, or another adult who has parental responsibility for the student. Students must be between the ages of 5 and 21 and reside within the school district to enroll. In some cases, other authorized adults such as foster parents, designated caregivers, or relatives who provide primary care for the child may also enroll a student in school.

Every child in Texas has the right to a free public education. A parent (or other person standing in parental relation to a child) may enroll the child in school in the district in which he or she lives or enroll in another option, such as a charter school. Compulsory attendance applies to students who are at least six years old as of September 1 of the applicable school year. For more information on enrollment and compulsory attendance, please see Texas Education Code (TEC), Chapter 25.
New Student Enrollment Process
- To begin the prcess, parents/guardians must sign into the SKYWARD LOGIN REQUEST and follow the directions to create a Family portal account.
- After you submit your skyward access setup form you will receive an email. Once you receive the email, click on RESET PASSWORD
- Once your password is updated you will then enter your username and password to enter into Skyward Family Access.
- When you are in Skyward Family Access you will then click on the next/current school year NEW STUDENT REGISTRATION icon.
- Once you have completed all the steps, you will be asked to review your information prior to submitting your registration. Please make sure that you go through the forms and that you have answered all questions that you are able to answer. needed.
- Your registration packet will be submitted to the school registrar to verify the information you provided. You will receive an email once your application has been reviewed and approved.

Required Documents:
- Proof of Residency (see below)
- Copy of Birth Cirtificate
- Most Current Immunizations
- Copy of Social Security Card or Number (if you don’t have this an State ID # will be assigned)
- Parent Driver’s License-Current Texas DL or Passport
- Paystubs (the two most recent – for PreK only)
- Tax Return Documentation (Headstart only)
Proof of Residency Determination:
NEW STUDENTS must provide TWO acceptable proofs of residency from the list below prior to being allowed to enroll.
RETURNING STUDENTS (those who were enrolled in CHISD the last school day of the previous school year) must provide ONE acceptable proof of residency from the list below prior to being allowed to return. If you have moved or changed your address, you must bring TWO acceptable proofs of residency from the list below prior to being allowed to register.
Acceptable Proofs of Residency:
- Primary utility bill which states the name of parent/legal guardian, residence address, and a billing date within the last 30 days (electricity, gas, or water), or
- Lease agreement which states the name of residents including students, address of residence, dates of agreement, if utility payments are included or not included, and signed by Leaser and Lessee.
- Third party statement of residence form and two other acceptable proofs of residence attached, signed by all parties and notarized or property/residence owner and parent/guardian must bring photo IDs to the campus registrar's office and sign the form in person in the presence of the registrar. The property/residence owner must always provide two proofs of residency even for a returning student. To print a Third-Party Statement of Residence form, please visit: Frequently Used Forms.
- Other bills which are services to the residence dated within the last 30 days (cable, dish, direct TV, phone, and sanitation). Each document must list the actual physical address.
- Letter/contract of services hooked up to the residence (must be spending nights in the residence)
- Mortgage statement
- Tax appraisal statement from current year which states the name of parent/legal guardian, residence address and should show home on premises.
NOTE: Falsifying residency documents is a criminal offense. The district may prosecute violators and seek to recover the costs associated with educating a student who does not live in the district. Adults should not attempt to enroll students who are not living in the district. If the Administration becomes aware that a student is not a legal resident of the district, a full investigation will be conducted. Violators will be withdrawn and the district may pursue criminal and civil charges against the person who falsified the records.

Types of Documentation:
- Foster care placement documentation, if applicable
- High school transcript (for high school students) or most recent report card
- Legal custody or guardianship documents, if applicable
- Adoption records, if applicable
- Withdrawal records from the student’s previous school or district
- Child Protective Services (CPS) documentation, if applicable
- Documentation for any special programs the student participates in (such as Special Education, Bilingual/ESL, Dyslexia services, etc.)

This section is for current and former students to request school records. You have the choice of either and online request or a paper request you can email or send in to the campus.
Please read each question carefully before submitting. Requests will be processed in the order received. Under the Family Educational Rights and Privacy Act (FERPA), only the student, or the parent/legal guardian if the student is under 18, may request student records. CHISD will follow all FERPA guidelines when releasing records. Please allow up to 5 school days for the request to be fulfilled. Thank you.
